Off-chain control refers to mechanisms or governance structures that exert influence or decision-making authority over a blockchain protocol or digital asset system, but which operate outside the direct, on-chain smart contract logic. This can involve human oversight, multisignature schemes managed by a limited group, or traditional legal agreements. While a protocol may be decentralized on-chain, significant off-chain control can introduce centralization risks. It represents a layer of human or organizational discretion.
